In Des Moines, Iowa, an investigation is underway after an emaciated bulldog was discovered abandoned near a railroad viaduct. The dog was found on Tuesday afternoon with his head protruding from a black plastic garbage bag that was secured with tape, rendering him unable to walk. The discovery was made when a passerby noticed the bag moving.

According to Des Moines Police Department spokesperson Sgt. Paul Parizek, the dog weighed approximately 23 pounds (10 kilograms) at the time of his rescue, indicating severe malnourishment. He is now under the care of veterinary staff and is reportedly making a slow recovery. The dog’s cropped ears suggest he had previously received veterinary care, which might help in identifying him or his previous owner.

The police are actively seeking information from the public to identify who might be responsible for this act of animal cruelty. They hope that someone might recognize the dog and provide leads to apprehend the individual who taped and abandoned him.
